Physical Surveillance
Definition
The Oxford Dictionary defines surveillance as 'the close watching or observation especially of suspected persons'. Within the sphere of investigation, whether criminal or civil, a better short definition would be to 'obtain information by observation'.
When
Both physical and technical surveillance are disciplines which - with legal advice and within case management strategy - can be utilised to support an investigation at various stages of its life. Where possible, surveillance should be carried out in conjunction with good intelligence.
Types
Surveillance may entail a basic 'tailing' or following of an individual, or may be more complex involving the monitoring of a number of people at different geographical locations. The level of sophistication required will depend on a number of factors, including:
• The background and knowledge of the target
• Whether or not the target is surveillance conscious
• Whether it is in a rural or isolated location, town or city with, for example, restricted parking
Information of this nature will determine the make up of the surveillance team, and whether GPS tracking, advanced audio/video utilising mobile telephone, or other forms of technology need to be deployed.
